Job summary
This exciting and strategic role sits within the Department for Work and Pensions’ (DWP) Sustainability Strategy Team. DWP has identified 5 carbon hotspots across its operations, one of which is travel and transport. You will support the development and implementation of DWP’s Sustainable Travel Delivery Plan, which is key to supporting cross-government targets on reducing carbon emissions, and to contributing to meeting the national Net Zero carbon target.
As an SEO, you will support the delivery of DWP’s Sustainable Travel Delivery Plan by leading projects that reduce transport-related emissions from business travel, commuting, and contractor activity. You’ll deliver initiatives such as the rollout of a colleague lift-share app, EV charging infrastructure, and improved cycling facilities, while coordinating behaviour change campaigns like Walking Month and Cycle to Work promotions.
You will provide technical advice on sustainable transport planning—such as assessing EV fleet transition feasibility and advising on infrastructure placement—and use data analysis to inform decisions, forecast demand, and identify emissions reduction opportunities. You’ll contribute to Scope 3 emissions reporting, manage supplier contracts, and support funding bids and business cases.
Working collaboratively across Estates, Digital, People, and Commercial teams, you’ll ensure transport initiatives align with wider transformation programmes. You’ll also engage with cross-government networks, bringing in best practice and innovation to drive continuous improvement.
This role is ideal for someone with technical knowledge and experience in sustainable transport or transport planning, who is passionate about delivering real-world change in a large and complex organisation.
Job description
Successful candidates can expect to be involved in a range of the following:
- Lead the creation and implementation of DWP’s Sustainable Travel Delivery Plan to reduce transport-related emissions.
- Manage key projects such as lift-share apps, EV charging infrastructure, cycling facilities, and promotional campaigns (e.g. Walking Month).
- Advise on sustainable transport planning, including EV fleet feasibility and infrastructure placement.
- Use transport data, modelling tools, and GIS to assess travel patterns, forecast demand, and identify emissions reduction opportunities.
- Contribute to internal/external reporting, including Scope 3 emissions, FOIs, PMQs, and audits.
- Work with internal teams, Arm’s Length Bodies, and external partners to embed sustainable transport practices.
- Assist in preparing funding bids and business cases for sustainable transport initiatives.
- Oversee external suppliers supporting sustainable transport projects.
- Stay up to date with industry trends, legislation, and best practices to drive innovation and continuous improvement.
- Engage in government-wide networks and actively contribute to DWP’s IEMA membership to maximise professional development and alignment.
Person specification
Essential Criteria:
- Experience delivering sustainable transport or transport planning projects within a large or complex organisation (LEAD CRITERIA)
- Experience implementing or advising on infrastructure improvements (e.g. EV charging, cycle storage, pedestrian access) and developing behaviour change programmes to promote active and low-emission travel.
- Skilled in analysing travel data, identifying barriers to sustainable travel, and evaluating interventions using evidence-based approaches and tools such as GIS or survey analysis.
- Strong project management skills with the ability to manage competing priorities, budgets, and external suppliers, including performance monitoring and issue resolution.
- Proven ability to work collaboratively across internal teams and external partners to deliver change and embed sustainable practices.
- Excellent verbal and written communication skills, with the ability to explain technical concepts to non-technical audiences and produce clear, detailed reports on progress, risks, and outcomes.
- Proficient in Microsoft Office and experienced in analysing and reporting on data from diverse sources to inform decision-making.
- In-depth understanding of relevant statutory, regulatory, and policy requirements related to sustainable transport and environmental compliance.

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account.
